The desired effect is shown in the photo to the right with the white text inside the black top bar, positioned just so.

Although the top and bottom black bars are not inside the wrapper element (that contains, well, everything between them) they are set to width:100% and the goal here is to position text within them in whichever manner is desired. In this case, right-justified aligned with the edge of the content_center element which is 700px wide with 150px left and right margins all tucked inside a 1000px-wide wrapper element. This is the example but there are obviously other positions for the text that could be used. Certainly, just containing the text within the topbar element with center alignment works great...if center alignment is desired, which in this case it is not.

Many thanks to any and everyone who can help with this issue. Likely it's a simple problem, but it's causing plenty of headache around here.
